The Electric Trailer Brake Kit # AKEBRK-35-SA is only the brake assemblies so you would still need to get compatible hubs. To find the correct hubs for your build you'll need to either know the spindle number or can measure points B, C, and D with a set of calipers to get the inner diameters of the bearings and grease seal and so that we can find a hub and bearing kit with matching inner diameters. If you can get me these dimensions and the bolt pattern for the wheels you plan on using I can look for a matching hub.
The picture you sent in looks like a list for some package that would include both the brake assemblies and hubs/drums. The only packages that we offer also include the axle, which wouldn't be needed since you already have one. The hub/drum kits we offer will typically come with the bearings and grease seal included, but you can also check the item description to see what exactly is included.
The Tekonsha POD Trailer Brake Controller # 39523 you referenced would work to activate the brakes on the trailer but you'd need a wire harness to connect it to your vehicle and your vehicle would need to have a 7-way. If it doesn't then let me know the year/make/model and I can look for the correct components.
