An E1 error code on your Furrion RV Tankless Water Heater # FR93FR indicate that it's trying to ignite but didn't have the correct amount of gas pressure. This is likely what you're hearing going on and off. The first thing you'll want to check is that your gas valves are fully open. If they are and you're still having issues it could indicate an issue with your regulator. You'll need to have a licensed technician check the pressure on the line and possibly replace your regulator to ensure you're getting 11" WC at the water heater.
If you have a horizontal regulator you can use the MB Sturgis Horizontal 2-Stage Propane Regulator # 108221 or if you have a vertical regulator you can use the MB Sturgis Vertical 2-Stage Propane Regulator # 108220.
