The Hitch-It 2 Bike Rack for Straight Tongue Trailers # LC731138 requires a 2" to 4" wide trailer tongue to mount to. If you're referring to attaching it to a ball mount shank then it would need to be at least 2" wide in order to have the base clamp tightly to it. If you look at the base # LC731157 it has different positions for the bolts to sit depending on if you have a 2", 3", or 4" wide frame. The bolts need to be snug up against the frame to prevent any shifting of the rack.

If you have a long enough of a receiver tube on your trailer hitch to make it work then you could also go this route. If that won't work and the ball mount isn't wide enough then depending on the trailer your next option would be to use a ladder-mounted bike rack or install an adjustable trailer hitch on the trailer and use a hitch-mounted bike rack.
