To flat tow a vehicle you will need 5 items: base plates, tow bar, safety cables, lighting, and supplemental braking. You will also want to consult the vehicle owners manual for specific information on flat towing the 2003 Volkswagen New Beetle.
For base plates, you need # DM9518071. These base plates are compatible with the Commander II tow bar, # DM9511012. I have linked the instructions for both parts for you.
For lighting you have a few options. If you will not be flat towing the VW often then I recommend a magnetic kit such as # RM-2120. But if you will be towing it often and want a more permanent kit use # RM-154.
And last, most states now require a supplemental braking system on the vehicle being flat towed. The easiest systems to set up and use proportional braking systems, like the Blue Ox Patriot # BLU37TR. It will apply the VW brakes in proportion to how much the tow vehicle is braking. This is the safest way to stop and it reduces wear and tear on both vehicles.
I have also included some helpful links to our series of articles on flat towing for you. The parts referenced here are listed below.
