Will There be Clearance Between Roadmaster Tow Dolly Pivot Bolt and Pad

Is there clearance between the pad and the pivot bolt nut? Does the pad bolt on to anything? thank you

Since the install of the pivot bolt part # RM-350800-00 that you referenced requires 70 ft lbs there wouldn't end up being any clearance between the pad and the pivot bolt nut. The pad ends up getting bolted to the deck.
