Converting Electric Brakes to Electric Over Hydraulic on Horse Trailer
Question:
I am looking to upgrade from electric drum to electric over hydraulic drum if this will provide more braking power on a horse trailer with living quarters, GVW is 18k, tandem 7k axles, loaded is about 16k. Do not want to change to disc brakes unless hydraulic drum is no more power than electric drum.

You will experience an increase in braking power if you switch from electric drum to hydraulic drum brakes. For a hydraulic drum brake setup you will need an electric over hydraulic actuator, hydraulic brake assemblies, and brake lines. I recommend the following:
-Hydrastar Electric Over Hydraulic Actuator for Drum Brakes # HBA-10
-Hydraulic Trailer Brake Kit - Uni-Servo # AKUBRK-7
-Kodiak Hydraulic Brake Line Kit # 20TA-BLKIT
Since you currently have electric brakes you should already have a breakaway kit and brake controller. Keep in mind, disc brakes will provide you with the most powerful and efficient braking which will serve you well on a heavy horse trailer. If you decide to go that route instead the Hydrastar # HSE7K-T1 comes with everything you need.
