can the leaf springs be put on top of the axle to get more clearance for a larger tire. on a car hauler or would putting a longer bracket on be better

Yes, it's definitely possible to put your leaf springs on top of the axle to gain more clearance equal to the axle diameter and height of the leaf spring stack. Here are the 2 kits we have - you just need to choose which one matches your axle diameter:
- 2-3/8" Diameter Axle # K71-384-00
- 3" Diameter Axle # K71-385-00
