To add a hitch to your 2021 Alliance Valor 5th Wheel Trailer, I recommend the Adjustable Width Trailer Hitch Receiver for RVs item # 13703. This hitch fits frames up to 71" wide and has a 350 lbs tongue weight capacity and a 3,500 lbs towing capacity.
This hitch can fit on box frames, C-channels and I-beam frames. It can be bolted or welded into place, so it's one of the most flexible options available. This hitch will provide you with a 2" receiver that's perfect for carrying hitch mounted accessories like a bike rack.
I have linked an installation video below.
While super convenient and easy to install, most if not all bike racks rated for 5th wheel trailers will not work with the Curt RV Bumper 2" Trailer Hitch item # E-100 you were looking at. They're not strong enough to support all of the movement and weight of the bike rack and bike/s.
The best bike rack for a 5th wheel trailer is the Hollywood Racks RV Rider Bike Rack item # HLY64FR. This bike rack has a 80 lbs capacity per bike. It can be used behind any motor vehicle, motorhome, 5th wheel trailer, and flat towed vehicle. It uses padded frame clamps to secure your bikes to the rack. These work great with bikes that have fenders or odd shaped frames like step thrus. The RV Rider item # HLY64FR works with tires up to 5" wide.
I have linked a review video below so you can see the functions of this bike rack.
