Can just the 3 1/8inch shackles be purchased separately without wetbolts?

In regards to the Lippert AP Kit part # LC52SV, the wet bolts are pressed into the shackle so you can't purchase them separately. That said, I recommend going with the MORryde Suspension Upgrade Kit for Tandem Axle Trailers part # MR76ZR instead as it's less expensive and comes with more. It has wet bolts, heavy duty shackle straps, and bronze bushings. The wet bolts are needed to keep the bushings lubricated properly so they last a long time.
