I have a replacement arm and it wont ratchet down on the bike, it will close but not tighten or click. I dont have the lock core in it. Does it need the lock core to work properly?

Yes, you are going to need to make sure that there is a lock core in the Replacement Long Arm Assembly for Thule EasyFold XT Electric Bike Rack # 1500052414 for it to work properly.

If after you put the lock core in and the arm still is not functioning as intended, then you may just have a damaged part and will need to just simply replace the arm.
