To add wiring and a brake controller to your 1994 Ford E-250 I recommend the following parts:
T-One Wiring Kit - # 118343
Universal Wiring Kit - # ETBC7
No-Drill Mount Bracket - # C57202
Extra Wire - # 10-2-1 (sold by the foot)
Tekonsha Primus IQ Controller - # TK90160
The T-One wiring tees in behind the tail lights on your E-250 for the basic light functions for your trailer. The Universal Wiring Kit comes with everything else you need to get the wiring installed on your vehicle. The dual cable for power and brake controller functions is 25' long so you may need to get some extra wire since you'll be using that to connect to your battery as well as from the battery into your cab for the controller.
Then for a controller I really like the Primus IQ because it's an older brake controller that's simpler than some of the newer ones on the market but it has the proportional braking function and is backed by a limited lifetime warranty so you know it is made to last.
Attached are some installation videos for you to check out.
