Can Trailer Hubs That Are Rusted Continue to Be Used with New Brakes

Inside of hub is rusty but no groves, is it OK to use it with new brakes installed?

Yes, you can still use these hubs with the Dexter Electric Trailer Brake Assembly # 23-48. Surface rust is to be expected. As long as there is no extensive rust compromising the structure or grooves in the surface then you are good to use them.
