I have a solution for you and a great bike rack but it looks like your 2021 Mazda CX-3 only has a class I 1-1/4" hitch so the Yakima RidgeBack item # Y02457 won't work because it requires a class II. Instead you will want the Kuat Beta Bike Rack for 2 Bikes item # B202-114.

I like this bike rack because the Beta uses an innovative anti-rattle device which greatly reduces the movement of the rack in the receiver. It is one of the most economical bike racks we offer. This rack is sturdy and only weighs 12-1/2 lbs it also has a 40 lbs per bike capacity.

Yes the Curt hitch part #C11418 that you referenced is a fit for a 2019 Mazda CX-3 hatchback like have as it fits all models. We had the chance to install it on a 2019 hatch as well which you can see in the attached install video.
