The information given was for a LH and a RH brake assembly for a 7000 lb axle. Does this apply to a dual axle as well? 2 of the LH and 2 of the RH?

Yes, that is correct.

For a tandem axle trailer, you'd need two of the left and right hand assemblies # 23-180-181.

These braking assemblies measure 12" in diameter, 2" wide, has a 5 bolt mounting pattern, will fit wheels sizes 14-1/2" to 16", and will work with axles rated 7,000lbs.
