The Lippert Ground Control 3.0, # LC358590 does have a manual mode that lets you move each jack individually. The out of stroke error does not only mean the jack has reached it's maximum stroke but it can also indicate there was a high amp current stall. It also is the error that is will occur if one of the jacks is bent or damaged. You need to check these for damage as you may need to replace one or both. Please check all wiring and ensure there are no loose connections, frayed or damaged wires.
