The trailer hitch I recommend for your 2016 Jeep Wrangler is the etrailer Trailer Hitch Receiver # e98856 because it has the longer receiver for better clearance and a matte black finish for durability against the elements.
Then for a bike rack this can get a little tricky due to the spare on the back of your Wrangler. I recommend using the Yakima BackSwing Swing Away Hitch Extender # Y02483 along with the Kuat Transfer V2 Bike Rack # KU84FR so you not only have clearance but you'll be able to swing the rack away from your vehicle with the bikes still loaded. This means you'll be able to access your cargo area quickly and easily.
