Although we do not have a 1-bike option of a rack that has a ramp and suits your needs, we do carry a 2-bike option. For that route, I recommend the Thule EasyFold XT Bike Rack for 2 Electric Bikes - 1-1/4" and 2" Hitches # TH903202. With the EasyFold XT, you do not need to worry about buying any additional adapters for your step-thru frame. This is because the cradles of the EasyFold XT can independently adjust along the central mast to fit bike frames of virtually any design. By attaching by the frame, the rack avoids the fenders completely. In addition to its 65 pound per-bike weight capacity, it comes with wheels that allow you to roll the rack to the hitch receiver for easy transport. As far as the wheel width compatibility, the rack can accommodate standard bike tires up to 3 inches wide.
The EasyFold XT is compatible with both 1-1/4" and 2" hitch receivers. In order to get a hitch that works for you, feel free to respond to this answer with the year/make/model of your vehicle, and I will be happy to point you in the right direction.
