If you are willing to remove the battery, there is one option for a bike rack with a ramp that is going to allow you to haul your Rad Rover 6 Step-Thru Ebike. You mentioned the bike was 74-1/2 lbs, though I checked with RadPower, and they said it was 72.5 lbs, and the battery weighed 7.6 lbs.

This puts the total weight at just under 65 lbs with the battery off, which will allow you to use a bike rack from Thule, and since it has fat tires, you'll also need the fat tire straps:

- Thule EasyFold XT Bike Rack # TH903202

- Fat Bike Straps for Thule EasyFold XT Bike Rack # TH985101

The EasyFold XT # TH903202 works with bikes that have fenders and step-thru frames because it has arms that can be repositioned along its downtube, allowing its clamps to grasp your bikes at different points. So while it will work with your RadRover, it offers a whole lot more than just compatibility.

The best parts of this rack are its plethora of convenience features which make it the simplest bike rack to use. One of those things is the ramp you desired, which allows you to load up and remove your heavy RadRover with minimal effort. It also completely folds up and has wheels and a handle, so getting it from storage to your Infiniti (and vice-versa) is a breeze.

It also installs in your hitch without effort; tightening with just the twist of a knob so you aren't on your hands and knees with a ratchet to tighten a bolt, like so many other bike racks require you to do. Then once you load up your bikes, the clamps that secure the bikes to the rack have an audible click so you know when they are secure.

Finally, the EasyFold XT # TH903202 offers security for both the rack and your e-bike due to the integrated locks in the clamps that secure your bikes to the rack and a lock in the knob that secures the rack to your hitch, which protects your investments in rack and your bikes.
