That's a weird part number for that XC #S64650 but it is a standard XC so the correct cross rail is the part #S64663-CR that you referenced.

The replacement wheel hoop you need for the Swagman XC2 part #S64650 is the part #P189. The replacement crossbar/rail is the part #S64663-CR.

The replacement cross rail for the Swagman XC bike racks ( #S64650, #S64663, or #S64664 ) is #S64663-CR. The XC bike racks do not use the same rail as the XTC bike racks so #SP478 will not work.
