Yes, the Curt Trailer Hitch Receiver # C13416 will fit your 2019 Toyota RAV4 XLE. I have linked an installation video below of the receiver being installed on a 2021 XLE so you can see the fitment and installation process.

I recommend installing the Curt Vehicle Wiring Harness # C56434 so that you will have a 4-way flat wiring connector. This connector will fit most small trailers that you may tow with your RAV4 and will also allow for you to use Auxiliary Lights # C53201 in the event your bike rack or cargo carrier impairs the clear view of the tail lights on your RAV4. If you would rather run the 4-way connector outside instead of through the rear hatch a Curt Easy Mount Bracket # C58001 will secure the connector to the end of the receiver.
