Hi, I am looking for a bike rack for bike rack for my micro minnie and 2 rattan lm750 ebikes, the are 65 lbs and 4inch tires, also is there a bike cover that would work with the rack

I recommend going with the Swagman E-Spec Bike Rack for 2 Electric Bikes # S94FR, which is capable of 70-lbs each bike and is rated for travel trailer use, so you can use this with your Micro Minnie.
However, since your E-bikes have larger tires, you'll need to use the Fat Tire Adapter Kit # S64679 which will accommodate tires up to 5" thick.
Finally, for a bike cover, we have the Swagman Bike Cover for RVs # S24FR, which will cover 2 large bikes or cruisers, and will easily install onto the Swagman E-Spec Bike Rack.
