For a hitch to carry a bike rack with your 2017 Subaru Impreza I recommend the Curt Trailer Hitch Receiver # C11465. This is a custom fit Class I hitch with a 1-1/4" receiver. It has a 200 lb tongue weight for your bikes and a gloss black powder coat finish. It features a bolt-on installation and a limited lifetime warranty. The # C11466 you looked at was for the sedan so it would not fit your vehicle.
For a bike rack that is compatible with a Class I hitch, check out the Thule Hitching Post Pro - Folding Tilting 4 Bike Rack w Anti-Sway - 1-1/4" and 2" Hitches Item # TH934XTR. This bike rack has a quick release lever to tilt the mast for rear cargo access along with arms that fold down for storage when not in use. The anti-sway cradles secure on the bike frame to prevent sway and bike-to bike contact. It features a durable steel construction. Even though it is a 4-bike carrier, you will only be able to carry 2 bikes with a total weight capacity of 70 lbs since you are using it on your class I hitch.
I have attached some review and installation videos for your reference.
