I recommend the etrailer Trailer Hitch Receiver # e23ZR for your 2021 Toyota RAV4. This receiver has a hidden cross tube so it will have a stock appearance while the receiver is powder coated with a matte black finish that will blend in well with the fascia panels on your RAV4. It is a class III receiver with a 2" tube that will allow for more hitch mounted accessory choices as well as ball mounts.
You will want to install the Curt T-One Vehicle Wiring Harness # C56434 so that you have a 4-way flat connection for connecting to small trailers to operate the trailer tail lights. The connector can also be used for Auxiliary Lights # C53201 in the event that your hitch mounted accessory impairs the view of the tail lights on your RAV4. This is a common occurrence with bike racks.
The 4-way is designed to store inside the rear compartment when not needed and to run through the rear hatch when needed. If you would rather run the 4-way out through an access hole you can use the Mounting Brackets # 18144 and # 18140 to secure the 4-way connector to your receiver cross tube so that you will not have to drill into your bodywork or risk the connector dragging on the ground while you drive.
