When choosing a ball mount for salt water applications the best choice for corrosion resistance is going to be aluminum. Since we do not have an aluminum fixed 3-ball mount, the Gen-Y 3-Ball Mount for 2" Hitch Receivers - 2-5/16", 2", 1-7/8" Balls is a good choice. The 1-7/8" ball is removable, and zinc hardware is used to secure it.
This ball mount has a zinc primer and epoxy powder coat to resist corrosion. This will inevitably wear down over time, but proper maintenance can help to prevent corrosion. Make sure you routinely check for scratches and tough them up with a rust-inhibiting spray paint.
If you don't need the 1-7/8" ball, I recommend the Fastway Solid-Tow Adjustable 2-Ball Mount w Stainless Balls - 2" Hitch - 4" Drop, 5" Rise # DTSTBM6400-2S. This ball mount has a 2" and 2-5/16" stainless steel ball and is machined from a solid piece of aircraft-grade billet aluminum so it is perfect for marine applications.
I have attached some review videos along with a helpful article comparing steel and aluminum ball mounts for your reference.
