The Tow Ready # 63180 tow bar you referenced could be used on a 2006 Liberty, but you would be limited to towing at a maximum of 45 mph.
In order to be able to tow at normal highway speeds, you would need a standard tow bar like the Blue Ox Alpha, part # BX7380. The tow bar includes the necessary safety cables, but you will also need a base plate kit like the Blue Ox # BX1122 to provide an attachment point on the vehicle for the tow bar, a lighting solution like the Hopkins # HM56203 that allows the towed vehicles taillights to operate in tandem with those of the RV and a supplemental braking system like the Roadmaster Even Brake, part # RM-9400. A supplemental braking system is required by law in many states.
