Which is the best replacement for a Winntec 6020 regulator... 37207-30745 or 37207-31525? Is a higher btu ouput better or worse?

Low Pressure 2-Stage RV LP Gas Regulator # 37207-30365 will be a great replacement, it has adjustable dust caps and screw with molded rubber diaphragms.

BTU output is based on geographic location and your consumption/square footage. You will want a device that can handle your needs and anything over that is just extra.
