I have a great solution for you. Unfortunately, the Rhino-Rack Rooftop Cargo Bag - Waterproof - 8.5 cu ft - 43" x 31-1/2" x 11-1/2" # RRLB250 is designed to fit rooftop cargo trays, platforms, and baskets. With that being said, it will not work on your bare-roof 2013 Toyota Highlander.
An alternative bag that is compatible with a bare roof is the Rightline Gear Ace 2 Rooftop Cargo Bag - Water Resistant - 15 cu ft - 44" x 34" x 17" # RL100A20. In addition to utilizing the roof space on your 2013 Toyota Highlander, you can also add security by locking the zippers with the Master Lock Covered, Solid Body Padlock - 3/16" Diameter Shackle # 131D. I went ahead and attached the installation instructions for your bare roof to this answer for your convenience.
