My inside measurements are 13.5 x 13.5 is the 14 inch fan the right fan replacment

The cutout size listed for the roof vent fans such as the MaxxFan Deluxe Roof Vent w/ 12V Fan part # MA00-07500K is more of an industry standard measurement. In others words, the exact cutout could measure 13-1/2" or 13-3/4" but it is referred to as a 14" cutout. In some cases there may be minor trimming but most are a direct drop-in replacement.

Yes, the Go Power RV Battery Monitor Kit part #GP44FR does pull power from the battery in which it receives a reading from. That said, the power draw is very small and insignificant therefore won't affect battery life.
