Are the bracket height measurements the distance from the mounting plate to the foot?

That's a good question and yes, the bracket heights referenced does mean the distance from the mounting plate to the foot when retracted and extended for the jack you referenced, which is the following part:
- Lippert Power Stance Electric Trailer Jack # LC89VR
So when this jack is fully retracted, the distance from the bracket to the foot is 10-3/4 inches, and when the foot is all the way extended, the distance is 28-3/4 inches. The Power Stance is a really nice choice for an A-frame jack because of easy it is to use with a cord that allows you to simply plug it into your 7-way, which is much simpler than having to wire a jack to a battery.
