The CE Smith # CE27310G spare tire carrier you'd mentioned would work well for your trailer frame. The carrier is compatible with trailer frames up to 4 inches tall and from 1 to 3-1/2 inches wide. The carrier is compatible with wheels with 4 on 4, 5 on 4-1/2, and 5 on 4-3/4 bolt patterns, but it's not compatible with 5 on 5 or 5 on 5-1/2 bolt patterns. I'll link to a video showing a typical installation.

A final note, the carrier is constructed of galvanized steel, so you'll want to devise a way of preventing the steel and the aluminum frame from touching or they'll corrode. I'd recommend cutting up a bicycle inner tube to wrap around the frame member to prevent the dis-similar metals from touching. I've also seen folks wrap the frame member with electrical tape to isolate the accessory from the trailer frame.
