I have a replacement option for you, but after reaching out to my contact at Curt I was informed that there are no replacement keys available for your Curt Coupler lock 23521.
If you no longer have the keys you will need to go ahead and replace the lock. I recommend the etrailer Trailer Coupler Latch Lock - 7/8" Span - 1/4" Diameter - Stainless Steel # e98890.
I included a video of the # e98890 for you to take a look at.
