Since you already have a 4-way connector like the Tekonsha T-One Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # 118467 installed in your 2018 Subaru Outback Wagon you will need to add the # ETBC7 which will plug into your 4-way connector and just require a few more connections.
The wiring connections are as follows:
Black wire to positive terminal of vehicle battery with included 40 amp circuit breaker (This is the 12v power circuit you need)
White wire grounded to frame
Blue wire to trailer brake controller (If your trailer does not have trailer brakes just tape the wire up out of the way)
You will also want the no-drill mounting bracket # C57202 to mount the 7-way to your trailer hitch receiver.
If your trailer does have trailer brakes I recommend using the Tekonsha Prodigy P3 # 90195 as it is an extremely reliable trailer brake controller with great features like an easy to read LCD screen, and built in diagnostics that are easy to read and understand.
I included videos of the products mentioned for you to take a look at.
