Replacement Top Plate and Knobs for Swagman Original Series 3 Bike Carrier
Question:
The bolts on my bike rack are fixed. The plate goes on and the knobs spin onto the bolts. It looks like the knobs and bolts are attached and spin down through the plate. Should I get knobs separate from the plate?

It sounds like you might actually be looking for the Replacement Top Plate for Swagman Original Series 3 Bike Carriers - 2009 and Newer # P120, which is just the plate. You can then use the Replacement Non-Locking Knob for Swagman Original and XP Series Bike Carriers - 2009 and Newer # P1041 to replace the knobs if you also need those.
If those aren't the parts you're looking for and can let me know the model of rack you've got, or provide pictures I might be able to locate something else that will work.
