I called my contact at Swagman and he told me the distance between the two threaded holes, center to center, (see image) of Replacement Top Plate # SP-102 is 7 inches.

I have a hidden hitch 3 bike carrier. The top plate looks like the Swagman above. do you sell the rubber pieces that support the top and bottom of the bike frame when carrying it?

I believe you're referring to the soft vinyl cradles for the rack, which are available with part # P0023.
