Can Feet of Thule Snowsport Ski and Snowboard Carrier Mount to Outsides of Crossbar Feet

Can one mount be near the end of the cross bar, outside of the cross bar towers to be able to mount additional accessory?

Yes you can put one of the mounts of the Thule Snowsport Ski and Snowboard Carrier part # TH7325 to the outside of the roof rack feet like you are wanting to do. This is a very common way to maximize crossbar usage.
