Yes you can carry an electric bike and regular bike on your 2021 Toyota Camry if the ebike doesn't weigh a crazy amount. You first need a trailer hitch receiver if you do not already have one. The Curt Trailer Hitch Receiver Class I - 1-1/4" # C11576 is a confirmed fit for your vehicle. It has a max tongue weight of 200lbs so be sure you don't exceed that amount of weight (also check your owner's manual to verify the capacities of your vehicle).
For a bike rack I would look into the Saris SuperClamp EX Bike Rack for 2 Bikes # SA4025F. Not only does this rack have a weight capacity of 60lbs per bike, it is also very lightweight at only 35lbs total. If your ebike weighs over 60lbs, you can try removing the battery pack and/or any accessories to reduce the weight to 60lbs. Another nice feature is the large wheel trays which accommodate up to 4-1/2" fat tires. I attached a demonstration video for you to check out.
