Why cant you use the ebike carrier on a 5th wheel

That's a great question, in short because the manufacturer has not performed satisfactory comprehensive testing to the point they will provide warranty.

For expanded clarity, not all bike carriers, cargo carriers and other accessories are identified as having recommended usage on Travel Trailers, Motorhomes or 5th Wheels and some manufacturers will even identify as "not for use". The suspension on common trucks and passenger vehicles is far more sophisticated than most RV's and provides, comparatively, a more stable ride. RV's on the other hand, especially on some long coach Class C's and many 5th wheels, the distance from the rear axle to the trailer hitch frequently is much greater and causes a rougher ride and therefore more stress on the bike rack.

The Swagman E-Spec Bike Rack for 2 Electric Bikes - 2" Hitches - Frame Mount, # S94FR is approved for use on your motor home, RV, travel trailer, or flat-towed vehicle. For 5th wheel use however there is an added requirement of "For installation on a fifth wheel or travel trailer, you must remove the folding pin and install the supplied bolt, washers, and nut".
