My suggestion is the Thule EasyFold XT Bike Rack for 2 Electric Bikes #TH903202 designed for both 1-1/4" and 2" Hitches. This is rated to carry 2 bike with a weight of capacity 65 lbs per bike and a maximum tire width of 3". The carrier weight itself is 45 lbs. I suggest consideration of the longer bike straps, # TH985101 that allow up to 4-11/16" tires.
While there are other options available to meet the weight requirements of your EBikes most are designed to work with a 2" receiver hitch and the 2013 Fiat 500 is rated for a Class I hitch that comes with 1-1/4" spec. If you need a receiver hitch, I suggest the Curt # C11363 custom fit for the 2013 Fiat 500 (excluding Abarth). Or the the Curt # C11347 if you have an Abarth model.
