You can indeed install a brake controller on a 2000 Cadillac DeVille.
As a first step, you'll need to access the taillight wiring circuits. The best and safest way to do this would be to use a powered taillight converter like # C59496. You could directly wire into the taillight circuits using a wiring kit like # 18252, but you'd lose the circuit protection offered by the taillight converter. The converter would protect the electronics in your vehicle from any short circuits that might occur in the trailer wiring.
You'd access the taillight harnesses behind the taillight assemblies and use the included circuit tester to identify the right turn/brake lamp circuit, the right turn/brake lamp circuit (each wire carries both functions) and the running light circuit.
You'd do this by activating the headlights on the vehicle, and then probe each wire in the harness behind one of the taillight assemblies. Once you find the wire that lights the tester, tap the brown converter wire into that circuit.
Activate the left turn signal, then probe the wires behind the driver's side taillight assembly. Once you find the wire that makes the tester blink, tap the yellow wire into that circuit.
Activate the right turn signal, then probe the wires behind the passenger taillight, once again looking for the wire that makes the teste blink. Once found, tap the green wire into that circuit. The white wire would be grounded to the vehicle, and the red wire is NOT used. The black wire would run to the battery positive terminal.
Once that's done, you can install the brake controller. I'd recommend going with a proportional controller like the Tekonsha Primus, part # TK90160. You'll also need our brake controller wiring kit, part # ETBC7.
I've linked to a typical install video as well as to some help articles that explain how the install kit is used as well as a general overview article that includes a wiring diagram. The video shows a different vehicle, but the video would provide you a good idea of what the installation involves.
