Yes it is possible to use the Roadmaster Dual Hitch Receiver Adapter part # RM-077-6 to flat tow your Gladiator and use the Hollywood Racks Sport Rider SE Bike Rack for 2 Electric Bikes part # HLY84FR at the same time. Check out the video my buddy Rob did showing exactly what you want to do.
This does not included a pin and clip so if you do not have it pick up the Pin and Clip For Class III, IV and V Trailer Hitch Receivers part # PC3.
Since you are adding an additional connection point I recommend using an anti rattle device like the Roadmaster Quiet Hitch for 2" Trailer Hitches part # RM-061 on the adapter where it is installed in your hitch. This will eliminate the movement and increase the ride of the items attached. This can also be used at the tow bar and adapter connection point to eliminate movement there as well. There are other anti rattle options available but this one is the one I like the most.
