For a good, basic proportional controller, you cannot go wrong with the Tekonsha # TK90160 that you'd looked at. Unless what you're towing uses an electric over hydraulic braking system, that controller would work very well for you.
This being said, if you've never used a brake controller before something that's a little more user friendly like the Tekonsha P3, part # 90195 is what I'd recommend. The P3 is compatible with electric trailer brakes like the Primus, but would also work with electric over hydraulic braking systems and has a much more intuitive display. Another nice feature is the P3 is the ability to have preset settings, so you can store a setting for when you're towing the car hauler empty and for when there's a vehicle on it, which might be convenient for how you'll be using it.
The Primus would use an alpha-numeric display to show any error codes that develop in the braking system, and unless you have them memorized, you'll need to consult the owner's manual to decipher them.
The P3 on the other hand will spell out what the problem is in plain English (or French or Spanish if you prefer). The controller is all around just easier to use so if you're a newbie, the price differential might be worth it. However, if you're familiar with using a brake controller and don't need extra bells and whistles the Primus would be a fine choice.
Either controller will use the # 3040-P brake controller wiring harness which plugs in to the connector above the emergency brake pedal.
I've linked to product demonstration videos for the Primus and P3 brake controllers.
