On the Stromberg Carlson 4000 Series 5th Wheel Louvered Tailgate with Lock for GM Trucks Item # VGM-99-4000 the center lock does need to be in the unlock position to open the gate however, if it set in the unlock position with the key you would just turn the handle to open the gate. The locking feature is to deter someone from opening the gate and taking it off the truck when it is just sitting.
