Installation of Disc Brakes on Tandem 9K Axle with Electric Over Hydraulic Actuator

My pj tandem dual 10k dexter. Needs brakes. I love to go to disc conversion would it be ok to do one axle at a time I can’t afford to do both at once? I do haul heavy as I’m a custom hay bailer Electric over hydraulic

If you transition to disk brakes from drum brakes you will need to transition both axles at the same time because the master cylinder will require a higher psi. If you are adding brakes for the first time, then you can do one axle at a time without any issue. The Kodiak Disc Brake Kit - 11" Rotor - 8 on 6-1/2 - Dacromet - Leaf Spring - 10K Rockwell # K2HR958QD11 you referenced is a great option for your 9K Dexter axles.
Then for the disc brake compatible Electric Over Hydraulic actuator I recommend the HydraStar Electric Over Hydraulic Actuator for Disc Brakes - 1,600 psi # HBA16. I've attached a help article to assist.
