what size socket do you need to tighten the nuts and does a short socket work or do you need a deep socket?

The hex nuts on the Roadmaster Quiet Hitch # RM-061 are 9/16" and while a short socket can do the job, a deep socket will likely be the best solution if available. If you can't get the regular socket to work on the bottom hex nut a crescent wrench will also work.
