I have a 2006 Chevy Silverado 2500hd with a 6 1/2 ft bed and I was wondering if this was the right hitch and rails for my truck

Yes, the Curt fifth wheel bracket kit with rails, part # C16418-204, does fit your 2006 Chevrolet Silverado 2500HD with the 6-1/2 foot bed. Then the Curt E16, part # 16516, is a sliding hitch that helps your short bed with turning clearance and fits into the standard rails with the bracket kit so it'll all pair well together.
I've attached an install video of the bracket kit in a 2005 Chevy as well as a review video on the hitch for you as well.
I also recommend adding a 7-way in the truck bed, part # 50-97-410 works nicely for you.
