The installation of a set of base rails will be dependent on the exact kit you are using, the frame brackets in particular so I would need this info in order to assist. That said, the older Ford trucks used universal install kits which required you to drill into the frame whereas the new Ford trucks have custom fit kits which install using pre-drilled holes. I do not recommend using the universal install kits nor is this always an option but I do still have an option for you that won't require you to get an entire new kit.
If you have Reese/Pro Series base rails you can use the Reese Quick-Install Custom Bracket Kit part # RP50081 to install them on a 2013 Ford F-150. The Reese Quick-Install Custom Bracket Kit comes with new hardware as well which is required since hitch hardware is a one time use only product. Otherwise, you would be better off with a new kit like the Reese Quick-Install Custom Installation Kit w/ Base Rails for 5th Wheel Trailer Hitches part # RP50081-58.
