The new Ford trucks like your 2019 Ford F-150 have an odd trailer wiring setup that makes things more difficult than most would like if they are trying to power something with the 12 volt accessory circuit of the 7-way. Basically the circuit is only active under very specific circumstances which is why you aren't able to use your powered a-frame jack that draws power from the 7-way. The 12 volt power circuit on the 7-way has to have the key on to activate. Because of the "smart" tow setup, you have to connect to a trailer and do a setup on the info display setup that includes naming the trailer to allow it to be sensed and have the circuit activated when plugged in.

I do have an option to bypass the factory wiring and give you an active 12 volt power circuit on your 7-way. For that you'd want to run a length of 10 gauge wire like part # 10-1-1 (sold by foot) through a breaker like part # 9510 from the 1:00 pin of your 7-way to the positive battery post in your vehicle and you'd be set.
