Based on what you mentioned and the diameter you are looking for the best option is a wheel and tire in the size 4.80/4.00-8 with a bolt pattern of 5 on 4-1/2 inch like the # AM30060. The overall diameter of this is 16.1 inches (smallest diameter available).
