I recommend going with the Pewag All Square Snow Tire Chains with Cam Tighteners for Wide-Base Tires # PWE3229SC and installing them on the outside tires of your dually setup on your 2009 Dodge Ram 3500 with the 285/70R17 tires. I reached out to my contact at Pewag who confirmed that these would be your best option and most people with dually tires only install chains on the outermost tires. I also recommend using the Glacier Multi-Arm Rubber Adjusters # PW105 to help prevent damaged from the chains contacting your wheels.
If you are looking for tire chains to fit over both tires then that would be a custom application that you'd need to get chains made for.
