The Curt Echo Mobile brake controller part # C51180 that you referenced does not require cellular data service to function. Since it connects to the phone via Bluetooth you do not need to have phone service. As long as the phone is close enough to the controller for their to be a Bluetooth connection it will still connect.
Also worth noting is that if you somehow lost Bluetooth signal the controller will still function with it's last used settings until a connection is made.
